John J put me on to this product:
It's perfectly in scale and also very resiliant, which baking soda is not.
One application gives a nice frost effect:
Two gives light snow:
Three (or more) give heavier snow:
I'm really impressed with it.

I notice it doesn't look quite smooth. Usually snow looks like a blanket. This has a pock marked or pebbly look. It's okay, and some snow looks like that, but it's not so common.
That it's more durable than plain baking soda is a big plus. I had not heard of it, but it and maybe other products (for specialty models and railroading) are available thru the web or hobby shops.

I have to agree with Harron in part ... it does have a rough granular appearance in some of those photos .... there's a railway scenics stuff that lies very smooth and if i were to quit using soda i think i would try that first after seeing what this looks like (here and on some other sites that i've just searched on) ... saying this the colour here is slightly better than the railway stuff .. comparing on my monitor anyway.
as an aside
I've actually never had an issue with soda, and there's still christmas decorations that come out every year at some relatives houses that i did 10/15 years ago that are still white and haven't swelled or cracked .... i always mix the thicker snow i need with PVA to mould into drifts or overhangs (which the railway guys say you can't do with this scenics stuff) any sprinkles has a PVA spray that seems to seal it ok ... well its worked so far heh heh
