I use this method to hide ejection pin marks and where I've removed moulded details like pedals. After I've sanded/dremeled/ butchered the unwanted parts off I get stuck in.

I apply liquid cement, MEK would work just as well to the entire are I want to 'carpet'. Give it a few minutes to soften the plastic.
Using an old brush with short, say 1/4 inch bristles, I apply the brush in a vertical motion, up and down over the whole area I want to cover

Keep stabbing at the surface, and you'll see the texture change. The idea is to texture the plastic surface in to something resembling a carpeted surface. Repeat as needed.

You can see the difference between the front footwells and the untouched rear ones in the Regal interior here. I haven't bothered to remove the
pedal, since here they'll be hidden by the dash and a dark coloured interior.
